Francis Stockton and Rev. Harriett Bechtle officiating. Interment was in Woodlawn Cemetery, Pomona, KS, with Military Honors by the Fort Riley Honor Guard, and Masonic Services by Ottawa Lodge #18, A.F. & A.M. Mr. Raby died Wednesday, October 29, at the University of Kansas Medical Center, Kansas City, KS. James H. “Jim” Raby was born February 10, 1939, at Garnett, the son of Joseph Howard Ansell and Carolee I. (Dorsey) Ansell-Raby. He lived in Anderson and Franklin Counties until moving to Ottawa in 1949. He graduated from Pomona High School with the Class of 1960, the Law Enforcement Academy, Hutchinson, KS, and Missouri Auction School on August 19, 1983. During high school, Jim was employed by Towner’s Chapel as an ambulance driver and assistant funeral director and after military service, returned to work at Towner’s. In 1967, the ambulance service was turned over to the Citizens Ambulance Service, which Jim operated until purchasing it on March 1, 1968, changing the name to Raby’s Ambulance Serivce. He sold the service August 31, 1972. Jim worked 19 years for the Ottawa Police Department where he had already served two years as a reserve officer, attaining the rank of Sergeant. He was also a dispatcher, detective, and patrolman until retiring in 1991. He had worked part time for Dengel and Son Mortuary for the last eight years as an assistant funeral director. Jim served in the United States Army from June, 1960 until June, 1963, attaining the rank of E-4, and received the Good Conduct and National Defense Medals. He was stationed in Germany for two years and in the United States for one year. He was a member of Trinity United Methodist Church; Kansas Peace Officers Association; Boy Scout Troops #127 and #118; Williamsburg-Ottawa Wildlife Club; Ottawa Lodge #18, A.F. & A.M. (Ancient Free & Accepted Masons); Ottawa Council #18 R & SM; Tancred Commandery #11 K.T.; Scottish Rite, Lawrence; Union Chapter #15, Order of the Eastern Star; Low Twelve Club, Ottawa Lodge #18; Warren Black Post #60, American Legion; and Aerie Lodge #2700, Fraternal Order of Eagles in Ottawa; and was Past Master McKinley Lodge #41 from 1966 until 1969 and was Past District Grand Master from 1972 until 1973. Jim and Charlotte F. Love were married November 22, 1960, at Ottawa. Mr. Raby was preceded in Death by his father, Joseph Howard Ansell; his mother, Carolee I. Ansell-Raby; his stepfather, Norman Raby; his stepmother, Lillian Ansell; his daughter, Cheryl Ann Raby; and his brothers, Charles N. Raby and Norman Raby, Jr. Jim is survived by his wife, Charlotte, of the home; his sons, James H. Raby, Jr., Richmond, KS, and Christopher S. “Chris” Raby, Ottawa, KS; his sisters, Alice Maye Chambers, Pomona, KS, and Marilyn Andres, Iola, KS; his grandsons, Bridge Raby and Jeremy Raby; and his granddaughters, Amanda Raby, Mykenna Hadi Raby, and Camille Raby. Interment was in Baker Cemetery, Lane, KS. Mr. Rowland died Tuesday, October 28, at Ransom Memorial Hospital, Ottawa, KS. Frederick Marvin “Mose” Rowland was born February 15, 1923, at Lane, KS, the son of William Elmer and Nettie T. (Hardy) Rowland. He was a lifelong resident of Franklin County, KS, except for the early 1940’s when he was working at Douglas Aircraft in Santa Moniica, CA. Marvin graduated from Lane High School with the Class of 1941. He was a lifelong self-employed farmer and stockman. He was a member of Lane Methodist Church and was a former member of the Lane School Board, Kansas Farm Bureau, and Lane Oddfellows. In 1990, he won the Franklin County Conservation Award. Marvin and Marguerite Frances Witt were married on May 8, 1942, at Ottawa. Mr. Rowland was preceded in death by his parents, William Elmer and Nettie T. Rowland; his brother, Howard Rowland; and his sisters, Wilma Rowland, Dean Boyd, and Peggy Juedeman. Marvin is survived by his wife, Marguerite, of the home; his daughters, Beverly Kelley, Lenexa, KS, Becky Stottlemire, Rantoul, KS, and Sherri Baker, Richmond, KS; his grandsons, Tony Stottlemire, Rod Stottlemire, Matthew Baker, Nathan Baker, and David Kelley; and his great-grandsons, Cole Kelley, Brandon Dargon, Shawn Stottlemire, and Bryce Stottlemire. Betty Jo Lackey was born August 22, 1928, at Garnett, the daughter of Glenn C. and Maxine (Tipton) Hunt. Betty and Bill Lackey were married June 20, 1944. She was a loving mother, homemaker, and devoted member of the First Baptist Church of Aspermont. She was also a member of Sons of Herman Lodge in Old Glory. Mrs. Lackey was preceded in death by her parents, Glenn and Maxine Lackey; her sisters, Lola Lee and Sharon Kay; and her brother, Robert.
