This set of books has several variations in Volume 3. Please help us determine if there are more than we've found. Julian F. Bailey, mayor of Horton, Kans., and senior member of the firm of Bailey & Fox, real estate dealers, is a native of Wisconsin. He was born at Lancaster, Grant county, January 22, 1857, and is a son of J. H. and Mary A. (Craw) Bailey, the former a native of New York and the latter of Indiana. The father was an attorney, as was his father also. J. H. Bailey practiced law in Wisconsin, and Iowa until 1878, when he came to Kansas. He settled in Rice county, where he practiced his profession several years at Lyons. He served as district judge of the judicial district, comprising Rice, Barton and Stafford counties, and afterwards resumed the practice of law which he followed until his death in 1902. His wife passed away in 1872. Julian F. Bailey received a good education in the public schools, and when about seventeen years of age, engaged in the farm implement business in Iowa for two years. He was then appointed deputy sheriff of Adair county, Iowa, serving in that capacity three years. He then engaged in the real estate and insurance business at Fontanelle, Iowa, where he remained until 1887, when he came to Kansas and located at Horton. The Chicago Rock Island & Pacific Railroad had just been built into the town, which was a new place. Here he engaged in the real estate and insurance business. He did an extensive business from the start and since that time has been active in the upbuilding and development of Horton. He has spent thousands of dollars which has benefited the town, as well as his own business and he has been instrumental in bringing hundreds of new settlers to this section of the State. Mr. Bailey has been active in local affairs, and is ever ready to assist in any movement for the advancement of his town and county. He served on the board of education during the years of 1888-89, when the Central and Third Ward School buildings were erected. He served as city treasurer of Horton three terms, and was city clerk four years. In 1912 he was elected to the city council, resigning in 1913 to accept the office of mayor, and is now serving in that capacity. In the fall of 1912, Mr. Bailey was elected representative from Brown county, and was the first Democrat who represented that county in the legislature. He served in that body with credit to himself and constituents, and was a member of the committees on labor, insurance and roads and highways. He was active in the legislation of that session, and was the author of several bills and resolutions, many of which became laws. Mr. Bailey was married January 31, 1876 to Miss Belle E. Fox, daughter of John and Margaret Fox, natives of Pennsylvania, who removed from that State to Iowa where the father was engaged in the mercantile business most of his life. He and his wife are now deceased. Mrs. Bailey was born in Pennsylvania, but received most of her education in the public schools of Keokuk, Iowa. Mr. and Mrs. Bailey have one child, Nellie J., a graduate of the Horton High School. The family are members of the Presbyterian church, and Mr. Bailey belongs to the Improved Order of Red Men and Knights of Pythias.
