Prior to 1911, the counties kept death records in Kansas. However death record keeping was inconsistent and spotty, so the state took over the death record keeping in 1911. If you look at this link and select Brown County from the list (you may need to scroll down a bit) you will find that a microfilm with Brown County death records from 1885-1889 and 1907-1911 is available. Have you tried to contact the cemetery to see if they have any information? If you cannot find any contact information for the cemetery, try sending a SESE to a local funeral home. Ask them to forward it to whoever has the cemetery records.

Newspaper microfilms are also available for interlibrary loan from the Kansas State Historical Society. Check this link. I suggest you just enter the county and start and end years. The "Results" page will list all microfilms of newspapers in the county of interest for the time period of interest. Note that most newspapers will be weekly, which are not to bad to search for obituaries, but some will be daily. Searching the daily papers without a death date can be very tedious.....

Microfilms are available for interlibrary loan from the Kansas State Historical Society to your local library or LDS Family History Center. Note that you can only request 2 microfilms at a time and the loan period is 2 weeks. Also note that the KSHS will disregard your request if the film requested is out on loan to someone else.
