My mother, Charlene Liebenau, was born in Webster. She remember when Webster Dam was built and the cemetery was moved. She has a souvenir ashtray that says "Webster Dam - 1956". We know for sure that the Dam was completed in 1956. We think it was brand new at that time. This should allow you to narrow your search a little. Hope this helps.
