My suggestion would be to send a copy of the photograph along with what information you know. Send it to the Hiawatha Daily World, Hiawatha, Kansas. This is the county seat newspaper for Horton and would be the best bet of anyone seeing the photo and responding to you. People love seeing someone they know or knew in the paper and helping out.
