I would like to know if Kansas is a closed state or are birth and death certificates available to family members? Is there a time limit?

I am looking for the Obit or confirmation of the death of Russell Lee Snyder said to have died in Olathe, Johnson Co. KS. in 1962. He was born in Allen Co. KS in 1895. I was told he had married a lady named Lydia RAY, and that they had one daughter. Russell was the son of John Franklin Snyder and Estelle Hancock. Apparently, he, and his parents were buried in Oklahoma.
