Bylaw XIII, Section 1 says nothing about directories. It speaks of
repositories which can mean many things. A collection of
directories in the USGenWeb Archives Project are the repositories
the Archive FMs have always felt are meant in the Bylaws. The Board
needs to be aware that directories belong in the USGenWeb Archives
Project. Special projects are then interfaced to this data source.
Special projects can be separate but only if we mean minus the
directory data for the project. The interface links to the data.
This is so simple and rudimentary to FMs that the resolution just
raises the hair on our necks.

This appears to be an attempt to rewrite the Bylaw and has no place
in a resolution. If anyone is serous about it they should follow the
route of a bylaw amendment.

The Board, before putting forth any resolution of this magnitude
should seek input from those who work the projects daily. My Board
Rep. never asked me for input nor, to my knowledge was anyone else
from "outside" asked for input. Just who does the Board represent?
If enacted and acted on this resolution would fragment the Digital
Library and destroy it as we have known it. I urge everyone on this
list to put your foot down and say NO. All that you have worked for
is contained in the Archives. It has worked beautifully until now.
"If it ain't broke, don't fix it".
