According to "The History of the Early Settlement of Norton County, Kansas" by F.M. Lockard, and "Seventy Years in Norton County, Kansas, 1872-1942" by D. N. Bowers, the first elected sheriff was James Hall, in 1872. see

The second was John W. Bieber, elected in 1873, followed by Gross Page in 1874. Page resigned, and James R. Hall was appointed to fill the vacancy on 7 July 1875.
