Marriage records can be obtained from the County Clerk. Or the records might be microfilmed and available through the LDS web site, www.familysearch.org
Or the Kansas State Historical Society

Take a look at this link for the Court House information.

For death records, it depends on what years your are interested in. Prior to 1911, the County Clerk was responsible for maintaining this record. However most county clerks DID NOT keep this information. Best bet for 1860- 1911 is the local genealogy society and their cemetery index.
You can find a link to the local genealogy society on this page
http://www.ksgenweb.org/osborne/county.html
You might also look to see if the LDS has a copy of the cemetery index in their collection.
Look here for information on how to apply for a death certificate from the State of Kansas, for deaths from 1911 forward. Note that the records are mostly CLOSED. See the exceptions on the web page. Again a good source may be the local genealogy society cemetery index.
